The Newfoundland and Labrador Provincial Nominee Program (NLPNP) – Skilled Workers

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) provides foreign individuals an alternate and faster entrance into Canada by nominating individuals who meet all conditions of the Permanent Resident Status. Applicants may apply under two categories including:

  • Skilled Worker;
  • International Graduate.

Skilled Worker

Eligibility Requirements of the Skilled Worker category:

  • Possess an offer for a full-time position from an employer in Newfoundland and Labrador, currently employed or have an offer for a position with a salary and benefits that meet all provincial employment standards and wage rates;
  • Receive a Citizenship and Immigration Canada Work Permit or are eligible for one;
  • Attain the necessary credentials, training, skills and/or qualifications necessary for the proposed job’s duties;
  • Provide evidence of intention and ability to relocate permanently to Newfoundland and Labrador;
  • Must currently have a job or job offer that does not contradict with existing bargaining unit agreements or employment disputes;
  • Demonstrate that the applicant and his/her dependants (if applicable) has/have the necessary financial means to successfully relocate to the province;
  • Employer or prospective employer must be able to provide sufficient and rational reasoning that the applicant’s skills are required for the company’s operations;
  • Demonstrate the necessary English or French language skills to be successful in while working in the province’s labour force.

This can be confirmed through one of the following approaches:

  1. An Affidavit of English Language Ability from a Newfoundland and Labrador employer who has offered you a full-time job; or
  2. Education and/or training documents;
  3. Occupations classified in NOC Code C or D will have to meet Minimum Language Requirements.

International Graduate

Eligibility Requirements for the International Graduate category:

  • Completion of at least half the  applicant’s studies while residing in Canada and must graduate from an authorized publicly funded Canadian college or university (students must attach proof of graduation to application);
  • Completion of a minimum 2 year full-time diploma or degree program or a 1 year post graduate certificate/degree program that required a previous degree or diploma obtained within or outside of Canada;
  • Possess a full-time job offer in applicable field of study from an employer in Newfoundland and Labrador;
  • Must apply to the NLPNP 2 years within which applicant has received a degree or diploma;
  • Must have received legal status to work in Canada via Citizenship and Immigration Canada Post-Graduate Work Permit;
  • Acquired the necessary qualifications, training, skills ad credentials to be successful in the prospective position;
  • Provide evidence that the applicant intends and has the ability to relocate permanently in Newfoundland and Labrador;
  • Possess a job or job offer that provides a salary and benefit package that adheres to all provincial employment standards and current wage rates;
  • Job or job offer must have room for growth and advancement;
  • Job or job offer must not conflict with any existing bargaining unit agreements or employment disputes;
  • Acquired sufficient financial means to settle and establish themselves and dependents (if applicable) in Newfoundland and Labrador;
  • Demonstrate the necessary English or French language skills to be successful in while working in the province’s labour force.

This can be confirmed through one of the following approaches:

  1. An Affidavit of English Language Ability from a Newfoundland and Labrador employer who has offered you a full-time job; or
  2. Education and/or training documents
  3. Occupations classified in NOC Code C or D will have to meet Minimum Language Requirements
